City of Bradenton Central Community Redevelopment Agency Wins State Redevelopment Award

Bradenton, FL – The City of Bradenton Central Community Redevelopment Agency (CCRA) is one of 12 organizations to be honored by the Florida Redevelopment Association (FRA) in Orlando, FL on October 20, 2011 at its Annual Conference.

The President’s Award will be given to the CCRA for its role in creating the CareerEdge Funders Collaborative of Manatee and Sarasota. The Central Community Redevelopment Agency was catalytic in the creation of CareerEdge Funders, a bi-county workforce funders collaborative. CareerEdge has made impressive progress in preparing CCRA residents and employers for the high-growth jobs of the future by providing funding for trainings that will move employees up career ladders in living wage jobs. This model increases the competitiveness of the region by preparing employees for the jobs that employers need filled on a long-term basis. This workforce model increases capacity of the CCRA to leverage additional funding to meet its master plan goals by aligning its goals of business attraction and business development with the goals of the region. CareerEdge has become a catalyst for change in the CCRA, and in Manatee and Sarasota County.

“The Bradenton CCRA is honored to accept the FRA President’s Award. This award acknowledges the importance of workforce development as a key component to revitalizing economically challenged communities. The CCRA recognizes that the development of human capital is a necessary ingredient to its holistic approach to redevelopment,” CCRA Executive Director Sherod Halliburton said.

Mireya Eavey, CareerEdge Executive Director, expressed her thoughts on the award: “Our Investor Group is excited to see the redevelopment community recognize and embrace the CareerEdge model. Though our work has been spotlighted within the workforce development community, this honor by the Florida Redevelopment Association signals how our innovative approach is joining forces with CRA and economic development professionals to make a tangible difference in the lives of low-income families.” CareerEdge was created with funding from the John S. and James L. Knight Foundation, City of Bradenton Central Community Redevelopment Agency, the Gulf Coast Community Foundation, Bank of America, the Bradenton Downtown Development Authority and 14th Street CRA, and Manatee Community Action Agency. It is also supported by contributions from the National Fund for Workforce Solutions, Microsoft, City of Sarasota Newtown CRA, Sarasota County Government, Jane’s Trust, and Suncoast Workforce.

Each year the FRA honors redevelopment leaders throughout the state for implementing outstanding economic growth projects and programs in Florida. Carol Westmoreland, Executive Director of the Florida Redevelopment Association said “This program is an outstanding example of what CRA monies can do, and how they can be leveraged for sustainable job creation and economic development.” Founded in 1974, the FRA is a not-for-profit organization dedicated to assisting Florida professionals and volunteers in community revitalization efforts. With its mission of “transforming spaces, revitalizing places,” FRA is committed to providing a forum for its more than 300 members to share knowledge and common experiences regarding revitalization opportunities and issues. FRA encourages adoption of legal and financial tools and programs favorable to community growth and serves as a statewide clearinghouse for redevelopment information.

A community redevelopment area of the City of Bradenton, the Central Community Redevelopment Agency was created in July 12, 2000 under the authority of sections 163.330-163.45 of the Florida Statutes and funded by Tax Increment Financing (TIF) revenue as a special taxing district of the City of Bradenton. Charged with the redevelopment of a district designated as neglected and blighted, this designation provides the CCRA a dedicated funding source to support targeted economic development projects and allows the CCRA to leverage outside funds to expand the reach of the TIF revenue.

CareerEdge provides opportunities for good jobs and better wages in Manatee and Sarasota counties through training. This innovative partnership of business, civic, and philanthropic organizations leverages public and private dollars to create real jobs and make the two-county region’s business climate more competitive. CareerEdge is the first regional collaborative of workforce investors in the southeastern United States to be designated as a site of the National Fund for Workforce Solutions.

It's always exciting to work with community partners on events that honor the people and events who were important in the history of our CRA. The Bradenton Nine Devils was Bradenton’s Black baseball team that thrived in the independent Florida State Negro League from 1937 to 1956. The team was made up of players from Manatee and Sarasota counties.

On October 22nd, come out and learn about our Bradenton history at this event held to honor these Bradenton (and Sarasota) athletes.

Longtime Central Community Redevelopment Agency Board Member, Lynette Edwards, received the Manatee County Branch NAACP Freedom Fund Awards Banquet on August 17, 2011. Ms. Edwards has been a true leader on our board, and exemplifies the same characteristics seen by friends and colleagues throughout her professional career as an educator.

We extend heartfelt congratulations to Ms. Edwards for this honor.

Inspiration at NAACP event: ‘Our young people need dreams’

BRADENTON -- Law enforcement agencies across the state of Florida would like to hire more African-American men and women as deputies and police officers.

State attorneys would like more young African American prosecutors.

Chief justices in circuits across Florida often speak out about the need for more African-American judges.

But the keynote speaker who made these statements during Tuesday’s Manatee NAACP 2011 annual Freedom Fund and Awards Banquet also said young African-American men and women are not going to fill these positions unless they graduate from college.

“We have access,” Nathaniel Glover Jr., president of Edward Waters College in Jacksonville, told an enthusiastic crowd of 250 at the Bradenton Municipal Auditorium that later rewarded him with a standing ovation.

“Now, give our young people an opportunity,” Glover added. “There is a whole class of young people who need a little help. Don’t be put off by their haircuts and how they wear their pants. Under that, they are intelligent. They need someone to reach out to them and say, ‘I’m going to help you.’ We should leave here tonight with the assumption that tomorrow we are going to go out and help a stranger.”

Glover, who was the first elected African-American sheriff in Florida during his tenure in Jacksonville, told the audience that African-American males comprise 50 percent of Florida’s prison population.

“Yet, we are about 17 percent of the entire population of Florida, so something is not right,” Glover said.

Glover also said that 75 percent of the babies born to African-American women in Florida are born to single parents. He implored the audience to commit to making a difference.

“Our young people need guidance,” Glover said. “Our young people need dreams. Some of these young men will never get out unless you all in this room step up. These young men have to get into higher education. You can’t navigate this society without it.”

Glover’s speech was part of a stunning NAACP banquet this year that featured not only five special award winners, but also a powerful opening invocation from the Rev. Kenneth Irby of Turner Chapel A.M.E. Church.

There also were two soulful musical performances -- one by Shantel V, Norman and a bluesy rendition of “A Change Will Come” by Zelda Mercado.

It is not often that a blessing of the food is a highlight of a banquet, but Irby was on fire with his prayer.

“Help us, Lord,” Irby prayed. “You are the God of our silent tears, our weary years and of our righteous indignation. Let us come together and turn to you regardless of whether we identify as Democrats, Republicans, tea party members or Libertarians. Protect us all from overt terrorism and quiet racism.”

Lifetime achievement

Lynette “Hayes” Edwards, assistant superintendent for curriculum and instruction for the School Board of Manatee County, won the NAACP’s 2011 Lifetime Achievement Award.

She dedicated the award to her mother, Mary Alice Shipp, who served the NAACP for 40 years. “I am most proud of my work in the community,” said Edwards, who is a mentor with two children’s organizations within Delta Sigma Theta Sorority.

The Rev. James T. Golden won the Community Service Award.

“I am hoping my father, The Rev. James C. Golden, is looking down on me tonight,” he said.

Sabrina Crain-Sweeney received the Unsung Heroine Award.

Crain-Sweeney, who started the highly successful Gulf Coast Window Cleaning business 21 years ago, has been the passion behind the four-year-old Learn to Fish nonprofit, which helps disadvantaged women and children.

“My heart is for those who have suffered pitiful and incomprehensible demoralization,” Crain-Sweeney said.

Megan Zoller, an infant-swimming resource instructor, has helped numerous infants survive falls into pools.

“Her work has saved our babies,” said Sylvia Archie, chairwoman of this year’s NAACP banquet.

Kathyrn Houston Jones won the Presidential Award for her mentoring of young women in the community during the past 57 years.

Houston Jones is a charter member of the Sara-Mana Club, which, for the past 43 years, has put on a Debutante Ball, preceded by weeks of teaching young women “the social graces.”

CCRA Has Joint Meeting With City Council and Downtown Development Authority

The Central Community Redevelopment Agency board and staff had a joint meeting with the City of Bradenton City Council and the Downtown Development Authority board and staff on April 26, 2010.

Both agencies presented on their projects to City Council, and redevelopment expert James Carras presented on the role of public private partnerships in redevelopment. The video of his presentation is below.

The Central Community Redevelopment Agency (CCRA), in accordance with Chapter 163, Florida Statutes, has filed a report of its activities for Fiscal Year 2007-08. The report includes an agency financial statement resulting from an independent audit of Agency’s Redevelopment Trust Fund as well as a comparison of the Agency’s goals, objectives, and policies to annual program accomplishments.

This CRA report for Fiscal Year 2007-2008 is available for review by the general public during regular business hours in the office of the Central Community Redevelopment Agency, 302 Manatee Avenue E, Suite 301, Bradenton, FL 34208. The CCRA can be contacted at (941) 744-2362 with any questions.

PUBLIC MEETING TO DISCUSS NORMA LLOYD PARK

MULTI-USE TRAIL PHASE

OFFICE OF GREENWAYS RECREATIONAL TRAIL PROGRAM GRANT APPLICATION

A public community meeting will be held on Tuesday, March 10, 2009 at 5:00 PM in the City Council Chambers at the City of Bradenton at 101 Old Main Street, Bradenton, Florida 34205.

The City of Bradenton CCRA will present a proposed design component for the Norma Lloyd Park located at 1024 24th Street East, Bradenton, Florida, 34208. Comments and ideas about the proposed project will be solicited and considered to help the CCRA and the City of Bradenton in identifying the most appropriate recreational facilities and amenities.

The City of Bradenton CCRA is also submitting a grant application to the Department of Environmental Protection requesting funding through its Office of Greenways Recreational Trails Program. The grant will assist in the construction costs for expanding the park development.

Don't go out early and get your taxes done and pay a big part of your return with fees or Refund Anticipation loan costs--wait, and get them done for free, beginning the first week in February at one of the sites listed below! The Earned Income Tax Credit, the Child Tax Credit, and the Education Credit may be available to your family if you earned under a certain amount this past year, and we don't want you to lose the benefit of these credits by paying fees you don't have to pay.

CCRA Kaboom! Playground Build Day a Success

On September 11, 2008, close to 250 people came out to Norma Lloyd Park to help build a playground. The equipment was provided by Kaboom! and the Home Depot Foundation. Local Home Depot Stores provided well over 100 volunteers for the build.

The Central Community Redevelopment Agency (CCRA) would like to thank Kaboom!, Home Depot, the City of Bradenton, Manatee County, and all of the many other community groups and individuals that worked to put this playground together and create an amazing playspace for the children of our community.

The City of Bradenton Central Community Redevelopment Agency (CCRA) is changing to a four-day, ten-hour day work week, in order to coincide with the City of Bradenton's move to a four-day work week.

This change is effective July 28, 2008.

The CCRA's hours will be 7:30AM-6:30PM, Monday through Thursday.

Manatee children have say in Norma Lloyd Park playground design

Alexis Henri, 14, wants three slides at Norma Lloyd Park's playground so she can race her friends.

Natalia Barron, 13, wants a tunnel at the playground for hide-n-seek.

Emoni Carley, 11, says a swing set is a must at any playground.

The wish list for Norma Lloyd Park went on and on Tuesday as about 60 children participated in a playground design day at the 13th Avenue Community Center.

The design process started with children drawing their dream playgrounds and ended with local officials and community leaders selecting some of the playground essentials based of the children's sketches.

The Manatee Mustangs cheerleader and her friends created a playground that included three slides, a rock-climbing wall, a merry-go round, monkey bars and spiral stairs.

Shatoya Davis, 17, said she wanted three slides to avoided long lines at the playground.
"So you don't have to wait for one person at a time," Shatoya said. "And for racing."

That's when Alexis chimed in that she's ready for a slide race.

"I would win," she said.

Alexis and her friend Ladaris Curry, 12, said designing the playground gave them a sense of ownership in the project.

"It's good to design something for us," Ladaris said.

The playground designs impressed city and county officials who are working with the Central Community Redevelopment Agency to bring the $10 million Norma Lloyd Park development project to life.

"These kids are very creative," said city councilwoman Marianne Barnebey. "It will be terrific to see what we can get with this."

Cheri Coryea, project manager for Norma Lloyd Park, said a public-private partnership will be key to its success.

The almost 25-acre park sits between Martin Luther King Jr. Avenue and 13th Avenue East, just west of 25th Street East .

"It's a balance of timing and funding and progress," Coryea said.

The park will include recreation fields, a fitness trail, a splash park, an amphitheater, an expansion of Just for Girls and the relocation of the 13th Avenue Community Center.

Allison Hewitt, executive director of the Central Economic Development Center, was pleased to see so many children turn out for the community design day.

"This is much more than we thought," Hewitt said. "The whole drive behind Norma Lloyd Park, and what the city, county and CCRA are trying to achieve, is the community involvement."

These architects draw with crayons
Imagine what you'd like in a playground. That's what these children did.

BRADENTON Children at the 13th Avenue Community Center used crayons and their imaginations to draft plans for their new playground Tuesday.The children became the architects of their dream play area by first selecting the right colored crayon or marker from boxes on folding tables. They worked under the supervision of Ann Gaudard, a project manager for the nonprofit playground-building group Kaboom.The community center will move from U.S. 41 and 13th Avenue West to Norma Lloyd Park at 13th Avenue East and 24th Street. Norma Lloyd Park will be revamped when the playground is built Aug. 21."You guys design the park, take ownership of it," Gaudard told the children.There were no limits to what the children could create.Christian McKay, 8, envisioned an amusement park. Water slides and rides that allow someone to soar through the air were her recommendation. "It would be awesome," she said, smiling.The current playground is cramped and sparse. A swing set, slide and small basketball court are a few of the only areas where children can play."That park doesn't have any shade," Christian said, noting that the new one will be better.The $50,000 project is funded by a grant from The Home Depot Foundation and the Central Community Redevelopment Agency, said Jeana Winterbottom, grants administrator for Bradenton. The new playground has been in the works since January, and it is satisfying to see it come together, she said."We've done a lot of conference calling and negotiating," Winterbottom said. "This is a wonderful experience. To see it actually happen, you see your community is affected."The drawings the group of about 60 children made will serve as the blueprint for what Kaboom will submit to a design firm, which will then create three possible plans for the playground. The design will be selected in the next few weeks.The project shows the youngest members of the community that they can have an impact at any age, city councilwoman Marianne Barnebey said."It tells them they are important to the community and they have valid ideas," she said."It's something concrete that they can believe in."A bigger playground with monkey bars, swings and a merry-go-round would be nice, Oznia Davis, 9, said.The old playground has swings and a slide, but Oznia does not find it too exciting."It'll probably be more fun," she said of the new playground.

Manatee County Small Business Lending Fair: April 25, 2008

This event is scheduled for April 25, 2008 from Noon to 2 PM at the Manatee Convention Center in the Longboat Key Room. The Financing Fair is designed to introduce local business owners looking to borrow between $25,000 and $1 million dollars to local banks in an informal environment.

Central Community Redevelopment Agency Offers Free Tax Preparation

For the second year in a row, the City of Bradenton Central Community Redevelopment Agency (along with the Central Economic Development Center, Inc) will be providing free income tax preparation in conjunction with the AARP Tax Aide Program.

This year, the CCRA will be partnering with the Tropicana Federal Credit Union to offer individuals rapid refunds through refund anticipation loans that will allow taxpayers to access their returns for a very small percentage of the refund.

Individuals who e-file will receive their returns in 8-12 days, and the return will be 100% free. Those choosing to pursue refund anticipation loans can receive their refund the next day, while paying approximately $7-$14 in RAL fees.

Tax preparation hours are 5-8 PM, Wednesday evenings, February 6, 2008-April 9, 2008.

CCRA To Offer Free Tax Preparation

The Central Community Redevelopment Agency (CCRA) is offering free income tax preparation in conjunction with the AARP Tax Aide Program this tax season.

A family earning less than $31,000 with one child can get up to $2,200 back from the Earned Income Credit (EIC) on their tax return. A family earning less than $35,000 with two children or more can get up to $4,400 back from the Earned Income Credit (EIC) on their tax return. There are many tax credits available to families, and the CCRA hopes that this tax preparation service can be especially useful to families in our redevelopment district, to help them make the most of the most of their returns.

Individuals desiring to have their taxes prepared must bring the following information:

- Social Security cards (or 1099's) and photo ID's
- Social Security cards for dependents
- All W-2's, 1099's, 1098's, and other evidences of other income and deductions
- If married, filing jointly, both individuals need to be present
- Last year's return, if possible

Tax preparation hours are Wednesdays, 5:00 to 8:00 PM, through April 11th, 2007.

Lyles-Bryant Colored School Historical Marker Dedication A Success

Approximately 100 people were in attendance at the dedication ceremony for the Lyles-Bryant Colored School historical marker. The ceremony took place at the corner of 6th Street Court East and 11th Avenue East in Bradenton, Florida. Many segments of the community were represented: community members, politicians, religious leaders, and city officials.

The ceremony was a wonderful time to remember the role that the school played in the lives of many individuals in Manatee County.

An important first step to having a successful business is to have a business plan. The Central Community Redevelopment Agency (CCRA) is offering a business plan development class that will provide entrepreneurs with technical assistance to put all of the things in place that make for a successful business.

Bradenton CCRA Entrepreneurial Boot Camp Graduation Party

On October 3, 2006, twenty four individuals completed the Entrepreneurial Boot Camp, a ten week course offered by the Manatee Chamber of Commerce, in conjunction with the City of Bradenton Central Community Redevelopment Agency. One of the CCRA's goals is to expand the commercial and entrepreneurial base in central and east Bradenton, and many of the participants in this session of the Boot Camp were residents of the CCRA district.

Sherod Halliburton, Executive Director of the CCRA, and Andy Fox, Dean of the Boot Camp, and principal of The Fox Advertising Agency Inc, in Bradenton, Florida were masters of ceremony for the evening.

September 11th, 2006 Washington Park Community Meeting

On September 11, 2006, the City of Bradenton - Central Community Redevelopment Agency (CCRA)'s planning consultants returned for a second community meeting, so that they could present a revised neighborhood plan to the community. This revised plan was shaped by general planning knowledge, community input from the July 5th, 2006 community meeting, and survey responses to postcards sent out to the 1500 households surrounding the CCRA office.

The planning team presented the revised plan, and opened the floor to questions and comments. CCRA Executive Director, Sherod Halliburton, fielded questions regarding the CCRA's long-term goals for the CCRA's district.

On September 29th, 2006, the consulting firm will be presenting the plans to the CCRA Board of Directors at their monthly board meeting, which is open to the public, and meets at 101 Old Main Street, Bradenton, FL, 34205, in the City Council Chambers.

July 5, 2006 Washington Park Community Meeting

On July 5th, 2006, the CCRA had a Community Meeting to unveil plans for the Washington Park neighborhood in the revitalization district. This meeting was not simply a presentation, however. This meeting was also designed to get community feedback on the preliminary plan, so that the resident feedback can be incorporated back into a plan that better mirrors resident hopes and desires for the community. At this community meeting, residents did surveys on their shopping preferences and desires, and ranked the types of shopping activities they would like to do at different possible locations. CCRA Approved as Technical Assistance Provider by the Small Business Administration

The South Florida District Office of the Small Business Administration has approved the Central Community Redevelopment Agency (CCRA) as a Technical Assistance Provider (TAP) under the SBA Community Express Loan Program. The CCRA is the first, and only, SBA approved Technical Assistance Provider in Manatee County. This designation will allow the CCRA to fulfill the technical assistance requirement of applicants for the Community Express loan at its newly formed Central Economic Development Center (CEDC).

Technical Assistance has been recognized by both the National Community Reinvestment Coalition (NCRC) and the SBA as crucial to the success of small businesses. As a result, the Community Express program includes a specific technical assistance component. Borrowers must receive pre- and post-loan closing technical and management assistance from local non-profit providers and/or from participating lenders. Community Express lenders may also consider this technical assistance as a collateral enhancement.

The Community Express is a pilot SBA loan program developed with the NCRC. Under the pilot, an SBA Express like program is offered to pre-designated geographic areas serving mostly low to moderate income areas. The program also includes technical and management assistance, which is designed to help increase the loan applicant's chances of success.

The Community Express loan proceeds may be used to establish a new business or to assist in the operation, acquisition or expansion of an existing business. Business owners may manage and leverage resources by accessing counseling on debt management and other critical areas of business at the CEDC.

Now that CCRA has become the certified Technical Assistance Provider in Manatee, they have the ability to assist small businesses and entrepreneurs with the Community Express loan requirements. This is a major step in the economic development process at the CEDC as it adds an additional dimension for businesses to access legitimate technical support.

In partnering with the Community Express Lenders, The Central Community Redevelopment Agency and SBA can now assist borrowers with two fundamental aspects of an entrepreneurial effort - counseling and capital. The CCRA, which also applies for grants and other funding, is now touting itself as a one-stop shop for providing technical assistance and one-on-one counseling for clients who need help with an existing or future business. Through its economic development center, the CCRA also offers homebuyer workshops and other classes.

The CCRA's new center at 2002 Martin Luther King Ave. E. has a room set up for business workshops. Four computers with Internet access and marketing software complement a room filled with videos and books that offer business tips.

There are also offices set up for credit counselors and financial counselors, which can be contracted out by the CCRA to meet with clients who need their help.

The City of Bradenton created the Central Community Redevelopment Agency (CCRA) in July 2000 with the CCRA boundaries running in target areas between 6th Street West and 27th Street East. The authority to establish the CRA is enabled by Sections 163.330-163.45 Florida Statutes.
